This new update is global. That is, you can use it on any compatible device, wherever you are. Still, do not forget it’s Beta. However, from what we have tried, we have not noticed any notable bug. Note that the MIUI version 10.9.3.28 occupies approximately, depending on each smartphone, about 1.7 GB.
Dark Mode is the great attraction of the new MIUI 10 9.3.28!
